The Maryland Department of Commerce seeks qualified applicants for the position of Program Director, Arts and Entertainment (A&E) Districts and County Arts Development (CAD) within its Maryland State Arts Council (MSAC).

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position serves as the Program Director for the state’s Arts and Entertainment Districts (A&E) program and the County Arts Development (CAD) program. Each of these core programs extends the reach of the Maryland State Arts Council (MSAC) across the state and enhances participation in the arts. Through the CAD program, MSAC supports a network of locally-designated arts councils in each of Maryland's 24 jurisdictions. MSAC's nationally-recognized A&E Program now encompasses designated districts in the majority of the counties in Maryland, with continued interest from additional communities each year.

This position provides technical assistance to organizations, analysis of their compliance with the policies and procedures set forth by the MSAC to maintain designation and/or grant funding by the State of Maryland, and serves as the industry expert and spokesperson for the programs.

Position Duties

The position directs and manages programs that serve Maryland’s county arts agencies and A&E districts, furthering MSAC’s mission to advance the arts in the state by providing leadership that champions creative expression, diverse programming, equitable access, lifelong learning, and the arts as a celebrated contributor to the quality of life for all the people of Maryland. Incumbent will: develop program mission and goals; provide technical assistance and training to organizations and panelists; serve as the industry expert and spokesperson for the programs; evaluate eligibility of grant and designation program applications, working with applicants to make needed corrections or amendments; review applications and reports to ensure compliance with policies and procedures set forth by the State and MSAC to maintain designation and/or grant funding; coordinate administrative tasks necessary to support the programs; work within MSAC’s grants platform to administer a grants and designation portfolio; organize and conduct site visits; prepare funding and policy recommendations; execute grant notifications and awards; supervise research and evaluation related to the program, and; make recommendations to the executive director, staff, council, and Secretary of Commerce.

The selected employee will possess: excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships with colleagues and constituents; excellent written and oral communication skills; experience in the arts sector, preferably working with local arts agencies or at the intersection of arts and economic development; experience effectively administering, evaluating, and monitoring grants; the ability to handle multiple concurrent and high priority projects; skills to effectively present information, explain policy, and respond to inquiries.

State-wide travel.

Compensation

$48,360.00 - $78,741.00/year
